Head of HR Operations, International Assignments

• Define the direction, priorities and objectives of the International HR Operations unit
• Manage, unite and develop a team of six HR advisors
• Organize the unit’s activities, resources and budget
• Foster cooperation and cross-functional collaboration within the HR Department and with other departments
• Monitor activity through key performance indicators and implement necessary adjustments
• Lead or contribute to audits, institutional projects, accountability mechanisms and safeguarding matters
• Ensure the application of HR policies, procedures and standards across international missions
• Ensure consistency in HR practices across countries of operation while respecting local contexts
• Advise managers, directors and HR teams on individual, collective and organizational matters
• Oversee complex HR situations and cases involving human, social, legal or reputational risks
• Prevent psychosocial risks, promote quality of working life and uphold the duty of care
• Ensure the reliability and security of HR data
• Oversee the coordination and monitoring of reports, safeguarding investigations and accountability mechanisms
• Contribute to the international HR strategy and produce and analyze decision-making indicators
• Anticipate risks, opportunities and developments affecting human resources and organizations
• Make recommendations to strengthen operational effectiveness and the quality of HR support
• Support discussions on organizational structures, staffing levels, capabilities and ways of working
• Represent the unit in committees, projects and working groups
• Lead HR transformation projects and develop procedures, frameworks and tools
• Support organizational change and promote the harmonization of international practices
• Encourage continuous improvement, innovation, cooperation and knowledge sharing
• Assess the impact of transformations and propose necessary adjustments
• Collaborate with the heads of other HR units, the International Operations Department, support departments, field representatives and governance bodies
• Report directly to the Human Resources Director

Requirements

• Higher education degree in human resources, management or a related field
• 7–10 years of experience in human resources, including significant experience in an international and/or humanitarian environment
• Proven experience in generalist HR management and in managing multicultural, multisite teams
• Ability to translate strategic direction into concrete operational actions
• Strong change management and cross-functional project leadership skills
• Strong analytical, synthesis and prioritization skills in complex environments
• Ability to unite, mobilize and support teams with leadership, pragmatism and diplomacy
• Self-directed, adaptable and comfortable managing sensitive situations
• Knowledge of safeguarding, accountability and risk management issues
• Proficiency in office software, particularly Excel, and HRIS tools
• Fluent spoken and written French and English
• Proficiency in Spanish or Arabic is an advantage
• Background checks against international lists may be conducted
• Criminal record extract (Bulletin No. 3) required for all successful candidates
