THE GLOBAL FORUM
The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum)whose Secretariat ishosted by the OECD’s Centre for Tax Policy and Administration (CTPA), playsa central rolein promoting andmonitoringthe implementation of international standards on transparency and exchange of information (EOI). With over 170 members ( )participatingon an equal footing, the Global Forum supports the fight against tax evasion and avoidance by conducting peer reviewsandmonitoringactivities anddelivering capacity buildingto help them implement and benefit from these standards. Its work coverstax transparency standards, such as the Transparency andExchange of Information on Request (EOIR), the Common Reporting Standard (CRS) forautomatic exchange offinancial accountsinformation, the Crypto-Asset Reporting Framework (CARF), and theassociatedconfidentiality and data safeguards(CDS)requirements.
THE POSITION
TheGlobal Forumis looking for a dynamic and visionaryHead of Divisionto provide leadership and strategic direction. As a key member ofitsSenior Management team, s/he willleadtheCapacity Building and Outreach Division ,whichensuresall membershaveavoice in shaping the international taxtransparency workandreceive effective support to implement international taxtransparencystandardsand mobilise domestic resources. The DivisionHeadalsofosters partnershipwithstakeholdersin the tax and development communityandworksclosely with theHead of the Global Forum Secretariat.
Thescopeand the complexity of theGlobal Forum’s workrequire an experienced senior executive withstrongexpertiseintaxpolicyand administration,internationaldevelopmentand political processes.The ideal candidate will be a strategic thinker with political acumen,experienced in managingand delivering a complex Programme of Work and Budget,leadingdiverse international teams, whilemaintaininga wide and effective professional network.
Main Responsibilities
Leadership
- Support the implementation of theGlobal Forum’s Programme of Work and Budget(PWB)and the advancement ofstrategic outcomes,with a focus oncapacity building and outreach.
- Support theOffice of the Secretary-General,theOECDSherpa, and their respective teamson targeted policy advice and on the Organisation’s contributions in the area oftaxand development,including to the G20 and G7.
- Designand overseethecapacity building programmeto supporteffectiveimplementationand useof thetax transparencystandards.
- Enhance the impact and visibility of theOECDand Global Forum’staxtransparencyworkthrough strategicengagement with key partners.
- Promote the participation ofall membersin the Global Forum’s work and ensure development considerations inform tax transparency efforts.
- Strengthen the OECD and Global Forum’s role as a centre of excellence for tax transparency capacity building.
- Develop and apply strategies to maximise the effectiveness and sustainability of capacity building initiatives.
- Ensuretimelyand responsive support to developing countries’ needs in tax transparency.
- Foster cross-organisational collaboration, particularly with the OECD Development Cluster, on tax and development issues.
- Lead outreach to non-members and support the adherence of new members to the Global Forum.
- Build and strengthen cooperation with regional and international organisations on tax transparency and exchange of information.
- Establish oversight mechanisms to ensure the quality, relevance, and impact ofthecapacity building programme.
Representation and Liaison
- Represent the Global Forum Secretariat in internal and external meetings.
- Establish and maintain strong networks with international organisations, national authorities, academia, and research institutions.
- Promote thework through active dissemination in professional networks, academic circles, and relevant communities.
- Prepare timely and accurate responses to briefing requests from the Secretary-General’s Office and other parts of the Organisation.
- Develop strategic relationships with key international and regional organisations active in tax and development.
- Support efforts to mobilise and secure funding for the programmeby developing and implementing fundraising strategies and building and maintaining relationships with donors.
Management and Co-ordination
- Ensure effective coordination and collaboration across theOECD, including with the Office of the Secretary-General and policy directorates, to support corporate initiatives and horizontal projects.
- Lead and manage Division staff by setting clear objectives, providing direction and feedback, supporting professional development, and promoting effective project management and internal communication.
- Build and lead a cohesive, diverse, and inclusive team, fostering excellence and a collaborative work environment.
- Uphold and promote the OECD’s highest professional standards and ethical principles, ensuring a supportive and respectful workplace.
- Oversee the organisation and smooth delivery of all meetings under the Division’s responsibility.
- Effectively manage human and financial resources to deliver the programme of work and budget,andfulfil the Division’s commitments.
- Ensure regional initiatives serve as effectiveplatforms for regional cooperation and development.
Ideal Candidate Profile
Academicand ProfessionalBackground
- An advanced university degree ineconomics,lawand/oraprofessionalqualificationintaxora related subject.
- At least10 years’ experienceat a senior level in a national government, the private sector or an international organisation working on taxand development, including managerial duties in addition to substantive area responsibility.
- Excellent knowledge of currenttaxchallengesfacinggovernments inthe developing worldand an ability to effectively communicate and formulate advice and recommendations in a clear,practicaland accessible manner.
- Proven record of conducting relations at senior level and within a political decision-making environment. Well-established contacts with key players and stakeholders in the relevant international communities.
- Extensive experience in developing innovative research products and conducting rigorous analysis.
- A broad knowledge of theGlobal Forum'ssubstantive work, and a strategic senseitsrole in the overall framework of international co-operation and domestic policy formulation.
Communication andLanguages
- Fluency in one of the two OECD official languages (English and French) andaknowledge of, or a willingness to learn, the other.
- Knowledge of other languages would be an asset.

ContractDuration
Three-year fixed term appointment, with the possibility of renewal.
Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.
Monthly base salary starting from 12 672 EUR plus allowances, based on eligibility, exempt of French income tax.
Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
Process
All applications are screened based on the criteria for the position. For candidates who are screened-in, written tests and/or video-recorded interviews are foreseenearly October, and panel interviews are planned forearly November. A leadership assessment will also be requested by candidates in the final selection stage.
