Grants Administrator (Reservist On Call)
Job Summary
ICF’s Disaster Management Division seeks a Disaster Recovery Grant Administrator – Reservist On Call to join our team. This ON‑CALL position will require travel to client offices, disaster recovery sites, and deployment for multi‑week assignments. This is a U.S. based position.
On‑Call employees are scheduled for work as it becomes available, with the freedom to accept or decline hours. They can work on concurrent projects outside of their ICF assignment, provided there’s no conflict of interest.
The Grant Administrator – Reservist On Call will work with ICF staff and clients to deliver grant and program financial support across opportunities funded by federal and state agencies, including FEMA, DOE, DOT, EPA, and Commerce. The successful candidate will execute programs flawlessly, anticipate and meet client needs, and strategically position ICF’s resources and expertise to grow the business.
Key Responsibilities
- Review current obligated project worksheets for validation of eligible scope of work and cost.
- Validate submitted procurement, invoice, and supporting documentation against the project scope of work to ensure alignment.
- Research and review relevant regulations and policies that support eligibility or denial.
- Interact with technical team as necessary to discuss concerns or challenges with recommendations.
- Perform cost analysis and reconciliation, including insurance alignment with client assets and funding.
- Keep the project manager and required stakeholders informed of issues, problems, and resolutions.
- Measure performance with key metrics.
- Maintain and track data as required in reporting management information systems.
- Apply analytical and evaluative techniques to identify, consider, and resolve a wide variety of grant and financial issues and problems.
- Provide superior customer service: listen, facilitate, and negotiate.
- Carry out timely and accurate duties in the area assigned.
- Travel to subrecipient sites to assist in document collection and upload to DRS.
- Coordinate and participate in resolution of project‑related issues and concerns.
- Optimize procedures and maintain communication and focus.
- Travel to client recovery and ICF sites as required.
Must Have Qualifications
- 3+ years of professional experience.
- 2+ years recent intermediate experience with MS Office (Word, Excel – Pivot Tables, VLOOKUP, Formulas, etc.).
- 2+ years experience in Accounting, Insurance, Finance, and/or Auditing.
- Must be willing and able to travel (flight and vehicle) as required for project work.
- Valid United States driver’s license and ability to pass a Motor Vehicle Records (MVR) check.
Preferred Skills
- Bachelor’s degree.
- 2+ years experience delivering grant and program financial support across opportunities funded by federal and state agencies.
- Experience in disaster recovery, catastrophic insurance, accounting, and/or grants, with practical implementation at federal, state, or local government levels.
- Prior experience in the FEMA Public Assistance program.
- Experience with grant management and grant portals.
- Background in various types of construction.

- High attention to detail and accuracy in documentation and reporting on‑time and professionally.
- Strong organizational skills, planning, prioritizing, and managing multiple tasks independently and collaboratively.
- Strong written and oral communication, including interpersonal and presentation skills.
- Excellent critical thinking to resolve project constraints and make decisions.
- Ability to work well under continually changing deadlines and priorities, including evenings and weekends as needed.
- Awareness and appreciation of various cultures, socioeconomic backgrounds, and community dynamics.
- FEMA certifications.

Pay Range
Hourly pay range: $25‑$40 per hour based on match to job description, location, and other factors.
Full‑time salary range: $55,400.00 – $94,180.00.
