WHO WE ARE AND WHAT WE DO
Hulo is a humanitarian logistics cooperative that works with INGOs, UN agencies, governments, and private sector partners to build joint initiatives that reduce waste and improve the efficiency of aid delivery.
We are owned and governed by our members, who include 19 international humanitarian organisations such as ACTED, CARE International, IFRC, International Rescue Committee, Mercy Corps, Oxfam, Save the Children, and Welthungerhilfe.
Since launching in 2021, we have helped member organisations save up to €3.6 million annually through joint procurement, grown our logistics platform LINK to 5,700 users in 57 countries, and established supply‑chain coordination hubs in several conflict‑affected regions.
ABOUT THE ROLE
The Director of Fundraising is the first person to lead Hulo’s fundraising function. The successful candidate will design and execute a three‑year strategy that diversifies income, reduces dependence on a single donor, and builds sustainable support from foundations, corporate funders, and membership fees.
MISSION
As a member of the Executive Committee, you will lead fundraising by building relationships, systems, and income streams needed for Hulo’s growth.
In this role, your responsibilities will include, among other things:
Lead donor cultivation and relationship management
- Build and manage a prospect pipeline of 15‑20 priority foundations and corporate funders alongside the CEO
- Lead cultivation for corporate and private foundations, while the CEO handles existing relationships and warm introductions
- Attend sector conferences to raise profile and initiate relationships
- Co‑host prospect meetings with the CEO; document outcomes and next steps systematically
- Use LinkedIn actively as a relationship‑building tool
- Engage with organisations working on impact finance, venture philanthropy, and other innovative financing approaches
Lead fundraising positioning
- Work with communications to develop a clear, compelling narrative about Hulo’s mission and its impact
- Collabate with programme teams to identify stories that make Hulo’s work concrete for funders
- Refine messaging over time based on feedback from funder meetings
Build fundraising infrastructure
- Package 3‑5 funding opportunities into proposals with budgets and one‑pager summaries
- Maintain a prospect tracker and cultivation calendar; run monthly pipeline reviews with the CEO
- Align and capture local opportunities from HQ and country teams
- Explore emerging financing mechanisms such as blended finance, outcomes‑based funding, and pilot opportunities
Lead and manage the fundraising team
- Line‑manage the Coordinating Author (Grants & Reports) and the Grants & Reporting Officer
- Ensure proposals are robust before submission
- Set KPIs, conduct quarterly reviews, and report progress to the CEO and Supervisory Board
Support country‑level fundraising
- Oversee tools and guidance for country teams to pursue local funding
- Support 2‑3 pilot countries through their first funding applications

ESSENTIAL QUALIFICATIONS
- Master’s degree or equivalent in international relations, development, management, political science, public administration, business, or related field (or equivalent experience)
- At least 10 years in the humanitarian sector, international development, or the social and solidarity economy
- At least 6 years leading a resource development or partnership team
- Track record of securing €200 k+ gifts from foundations or corporate funders through relationship‑based cultivation
- Experience building and managing donor pipelines for 12‑18 months
- Proficiency in building fundraising systems, pipelines, and information flows
- Ability to craft compelling cases for support for complex propositions
- Experience writing or overseeing proposals to international donors
- Comfortable collaborating across teams to surface impact stories
- Experience in a rapidly growing, transformational, or multicultural organisation is a plus
- Commitment to humanitarian values and cooperative principles
- High ethical standards, integrity, and accountability
- Fluent in French and English, both spoken and written
DESIRABLE QUALIFICATIONS
- Experience in humanitarian, development, or systems‑change organisations
- Knowledge of the European or US foundation landscape
- Familiarity with ECHO, BHA, or other institutional humanitarian donors
- Experience building or reshaping fundraising functions
- Exposure to impact investing, blended finance, or innovative financing mechanisms
