Contract: Four-year fixed-term contract with the possibility of renewal, and a potential conversion into an indefinite term.

The Council of Europe Development Bank (CEB) is the only multilateral development bank with an exclusively social mandate. Working on behalf of its 43 member countries, we finance projects that improve lives through better education, healthcare, affordable housing and support for vulnerable communities, while addressing the social dimensions of climate change and the environment.

Our Finance Directorate plays a vital role in ensuring the Bank has the financial strength and resilience to deliver that mission. Through sustainable funding strategies, investor engagement and prudent balance sheet management, we secure the resources that enable long-term investment in social development across Europe.

As a Funding Officer within the Funding and Investor Relations Unit, you will help execute the Bank's annual funding programme across international capital markets. Working at the intersection of funding strategy, sustainable finance and investor relations, you will contribute to bond issuances, monitor global markets, support funding transactions and build relationships with institutional investors and market participants worldwide.

This is an opportunity for an experienced capital markets professional to apply technical expertise within an international organisation where financial excellence directly supports social impact.

What you'll be doing

You will support the planning and execution of the CEB's annual funding programme, assisting with the structuring, pricing and documentation of bond issuances across international capital markets. You'll contribute to hedging operations, monitor market conditions and identify opportunities arising from developments in interest rates, investor demand and the broader macroeconomic environment.

Alongside funding execution, you'll help strengthen relationships with investors through presentations, roadshows and market communications. You'll also contribute to the Bank's Social Inclusion Bond Framework, prepare briefing papers for senior management, analyse market intelligence and help develop funding and sustainable finance databases that support informed decision-making.

You'll bring

  • A Master's degree (or equivalent) in finance, economics, engineering or a related discipline.
  • At least five years' experience in capital markets, including strong knowledge of fixed income markets and derivatives.
  • Practical experience using Bloomberg and Refinitiv Workspace.
  • Experience designing and managing databases.
  • Advanced Excel skills, including complex formulae, together with strong IT and analytical capability.
  • Excellent written and presentation skills.
  • Strong problem-solving ability and sound judgement under pressure.
  • Excellent command of either English or French and a good working knowledge of the other, and a willingness to develop it.
  • Citizenship of one of the CEB's member states.
