Environmental Scientist II

LATA is currently searching for an Environmental Scientist II for the Site Environmental Compliance section for the project in Carlsbad, New Mexico. This is a government contract to the U.S. Department of Energy (DOE) supporting the Waste Isolation Pilot Plant (WIPP). The WIPP Site Environmental Compliance section of LATA provides environmental regulatory technical expertise on all facets of environmental compliance at the WIPP facility.

Responsibilities

  • Work collaboratively with the Management & Operating Contractor, the U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO), New Mexico Environment Department (NMED), U.S. Environmental Protection Agency (EPA), various Waste Isolation Pilot Plant (WIPP) site departments, waste-disposal and analytical laboratory subcontractors, and other environmental groups within the LATA organization to ensure that Federal, State, and local regulatory requirements are satisfied.
  • Generate biennial, annual, and semi-annual reports required by environmental regulations, permits, DOE Orders, and contract deliverables.
  • Conduct inspections and manage site-generated low-level, mixed low-level, and hazardous waste for off-site disposal.
  • Interface with DOE-CBFO personnel during operational activities and submission of reports.
  • Interface with regulatory agencies such as NMED and EPA personnel during inspections, new permit acquisition, and established permit requirements and modifications.
  • Interface with other departments to ensure that aspects of environmental compliance are considered during project development and implementation.
  • Sample waste containers for hazardous waste constituents and manage waste according to RCRA requirements.
  • Sample waste containers for low-level radioactive waste characterization and manage waste according to DOE requirements.
  • Generate and provide the following deliverables in collaboration with the Site Environmental Compliance group and Environmental Compliance Manager:
    • Biennial Hazardous Waste Report
    • Annual Polychlorinated Biphenyl (PCB) Report
    • Annual Superfund Amendments and Reauthorization Act (SARA) Tier II Report
    • Hazardous Waste Generator Report
    • DOE Baseline Low-Level Waste and Material Disposition Data Report
    • Annual Toxic Release Inventory
    • Annual Hazardous Waste Generator Report
    • Annual Baseline Low-Level Waste Disposition Report
  • The role requires regular performance of duties in the underground environment at the WIPP site.

Qualifications

  • Bachelor of Science degree in Science, Engineering, or other technical area.
  • 1 to 3 years of experience in environmental compliance.
  • Broad knowledge of environmental laws and regulations.
  • Knowledge of sampling for hazardous constituents and RCRA requirements.
  • Effective verbal and written communication skills.
  • Ability to work independently as well as collaboratively with other individuals and project groups.
  • Attention to detail and initiative.
  • Proficiency with Microsoft Office to prepare Word documents, Excel spreadsheets, PowerPoint presentations, and reports.
  • Ability to develop knowledge of, respect for, and skills to engage with various site-wide departments and organizations.

Pay Range

USD $57,797.70 - USD $103,996.50 /Yr.
