Environmental Project Planner II, III – Historical Studies

The Texas Department of Transportation (TxDOT) Environmental Affairs Division is seeking qualified candidates for an Environmental Project Planner II or III – Historical Studies role within the Cultural Resources Management (CRM) Section. This position is ideal for professionals in historic preservation, cultural resources management (CRM), public history, or environmental planning who want to apply their expertise to large‑scale transportation projects across Texas. This position supports transportation project delivery by ensuring compliance with federal and state historic preservation requirements. The role involves evaluating potential impacts to historic properties, coordinating environmental reviews and agency consultation, and helping develop solutions that avoid or minimize impacts to cultural resources. Position Description

Planner II, III coordinates and manages environmental planning activities associated with transportation projects for the Department. Work includes serving as the liaison with state and federal resource agencies, environmental and special interest groups, consultant staff, and internal project sponsors. Employees at this level follow standard practices that do not require frequent supervision of details; they perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Essential Duties

• Evaluate potential environmental impact of transportation activities on cultural resources, including non‑archaeological historic resources such as bridges, farmsteads, neighborhoods, landscapes, and commercial centers and protected lands (Section 4(f) and Chapter 26).
• Conduct and/or coordinate field surveys, assessments, and project investigations for incorporation into environmental technical studies and environmental documents.
• Review, approve, and/or prepare complex environmental schedules, scopes of work, and deliverables for project delivery prepared by department staff and/or consultants for engineering and/or scientific services contracts.
• Consult and coordinate with TxDOT project managers, planners, engineers, and environmental staff on refinement of projects to avoid and minimize environmental impacts.
• Consult and coordinate with representatives of regulatory agencies, special interest groups, the public, and Department personnel.
• Monitor and interpret current and proposed relevant environmental technical studies, laws, regulations, policies, and procedures to recommend and implement environmental policies, procedures, and guidelines.
• Present information on various environmental programs, projects and activities at public and professional meetings, seminars and conferences.
• Develop, write, revise, review, and recommend approval of consultant qualifications, statements of work, work authorizations, amendments, supplements, forms, deliverables, and related documents related to environmental studies for engineering and scientific services contracts.
• Review, maintain, and update an automated project tracking system/database related to environmental projects and studies.
• Perform other job responsibilities as assigned.

Minimum Qualifications

• Education: Bachelor’s degree in any discipline. Substitutions for education may be made on a one‑year‑per‑year basis if environmental, planning, project management or other related field experience is available.
• Experience:
  • Environmental Project Planner II: 3 years of relevant experience (full‑time or prorated part‑time equivalent). Related graduate‑level education may be substituted on a one‑year‑per‑year basis.
  • Environmental Project Planner III: 5 years of relevant experience (full‑time or prorated part‑time equivalent). Related graduate‑level education may be substituted on a one‑year‑per‑year basis.
• Must meet Secretary of Interior’s Code of Federal Regulations, 36 CFI Part 61 requirements.

Physical Requirements and Working Conditions

• Subject to indoor and outdoor conditions; sedentary work; lift up to 10 lb at a time and occasionally carry files or small tools.
• Talking – expressing or exchanging ideas by spoken words.
• Repetitive motion – substantial movements of wrists, hands, and/or fingers.
• Close visual acuity – work includes data/figures, reading, often viewing computer screens.
