Engineer II
Position Overview
This Engineer II (NS) position is with the Department of Environmental Quality’s Division of Energy, Mineral and Land Resources (DEMLR). The incumbent will primarily work in the Post Construction Stormwater program reviewing projects for compliance and providing technical assistance, with secondary duties in Erosion/Sediment Control, Mine Operation and Reclamation, and Dam Safety.
Key Responsibilities
- Provide timely and detailed review of permit applications, engineering drawings, specifications, and calculations within procedural and statutory times for compliance with federal and state laws, rules, and policies.
- Prepare technical documents to communicate review results to all necessary parties.
- Perform inspections of sites regulated under DEMLR’s four programs: Stormwater, Sedimentation Control, Dam Safety, and Mining.
- Advise and provide engineering guidance and written technical/compliance documentation to staff, clients, and the general public.
- Meet with applicants and their consultants to facilitate project development, design, construction, and permit approval.
Qualifications
- Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
- Strong technical writing and public speaking skills.
- Proficient in hydrology, soils, vegetation, hydraulics, and detailed stormwater engineering concepts.
- Ability to manage multiple priorities and provide technical guidance.
- Registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors (may be required).
