The North Carolina Office of State Budget & Management (OSBM) delivers the highest quality budget development and management services for state government. Overseeing the state’s budget process is at the heart of much of what we do. OSBM is the primary fiscal advisor to the Governor and works across all branches of state government. Yet OSBM is much more.

  • Our team provides budget and policy analysis counsel to the Governor, state agencies, and state legislature.
  • We analyze economic and demographic data to inform decisions and maintain a balanced budget.
  • We provide state agencies with services to support stewardship of public resources and prudent decision-making. This includes tools to improve operational efficacy through data and evidence, such as strategic planning, performance management, and impact analysis.
  • And we support agencies’ financial control structures such as grants management, internal audits, and the oversight committee for retired state employees’ health benefits.
  • Our office is also home to the state fraud hotline, where any citizen can report suspected misuse of public resources.

OSBM, as part of the Governor’s Office, is excited to announce the opportunity to join our Demographic and Economic Analysis (DEA) Section as an Economic Analyst. Employees in the Economic Analyst position exhibit independence under supervision, technical competence in statistical and econometric analysis, and knowledge of and experience with public finance, economics, and cost-benefit analysis.

The DEA section provides vital information to the Governor and senior OSBM management on the current and projected condition of the North Carolina economy and state revenues and expenditures. DEA represents OSBM in matters of the economy and state revenue, participates in discussions and negotiations with the Fiscal Research Division of the General Assembly, and provides economic and fiscal information to various stakeholders. DEA oversees the State regulatory analysis process to ensure state agencies adhere to sound economic principles and public policy during rulemaking. The section is also responsible for state and local population estimations and projections and liaising with the US Census Bureau.

In addition to the responsibilities described above, Economic Analysts:

  • Develop forecasts of state tax and non-tax revenues sources.
  • Estimate the impact of changes to tax laws on state revenues and taxpayers.
  • Review proposed legislation and advise leadership on fiscal and policy impacts.
  • Negotiate consensus revenue forecasts with the Fiscal Research Division.
  • Prepare data visualizations for internal and external communications.

Knowledge Skills and Abilities/Management Preferences

If you possess any of the following skills or qualifications, please include them in your application:

  • Demonstrated expertise in time-series forecasting, data science, or tax policy analysis, including experience building, maintaining, or interpreting quantitative models.
  • Applied experience conducting statistical or econometric analysis using a professional software package or programming language (e.g., R, SAS, Stata, Python), including cleaning, integrating, and interpreting complex datasets to support decision making.
  • Proven ability to independently research, synthesize, and communicate technical economic, statistical, or fiscal studies for decision‑makers, including producing clear written summaries or presenting results.
  • Advanced proficiency with Microsoft Excel (or related programs) and strong capabilities in data visualization and presentation development (e.g., PowerPoint, dashboards, or analytical reports).

Minimum Education and Experience

Bachelor’s degree in business administration, public administration, public policy or related field from an accredited institution and two (2) years of experience preferably in governmental accounting or budgeting, or an equivalent combination of education and experience.
