Overview
Director, Advisory Compliance H/F. Based in France. The role shapes and advances Amgen’s culture of ethics and integrity across France as part of the ELMAC region and Worldwide Compliance and Business Ethics (WCBE). Responsibilities include guiding compliance strategy, ensuring adherence to healthcare compliance and privacy requirements, and embedding compliance as a core business value.
Responsibilities
- Lead and elevate the compliance strategic business partner role across a designated region, affiliate, business unit, or corporate function, providing effective support for all business activities including Commercial, R&D, Government Relations, and Value & Access and Pricing.
- Provide direct compliance support to Amgen executive leaders at the General Manager level and above.
- Direct and oversee the implementation and oversight of comprehensive compliance and privacy programs, covering anti-corruption, anti-bribery, data privacy, and trade compliance across the assigned region.
- Advise and influence business leadership on compliance strategy, interpretation of codes, legislation, and Amgen’s policies; act as the regional point of contact for leadership teams and provide region-specific guidance.
- Use risk analysis to provide strategic compliance advice and develop innovative solutions aligned with Amgen WCBE standards.
- Partner cross-functionally with Legal, Regulatory, HR, Finance, and other teams to align initiatives and resolve complex compliance issues.
- Drive proactive risk management through regional and local risk assessments, identifying vulnerabilities and implementing mitigation strategies.
- Lead innovation in compliance by integrating and overseeing AI-driven monitoring and analytics systems to identify, assess, and mitigate risks.
- Guide responsible AI use by addressing ethical, regulatory, and privacy implications of AI deployment in business operations.
- Support investigations, incident management, and protocol adherence, collaborating with global and regional teams, audit, and monitoring functions.
- Strengthen third-party governance by leading distributor and third-party compliance oversight, ensuring due diligence and adherence to anti-bribery and other regulatory requirements.
- Maintain up-to-date awareness of applicable laws and industry codes specific to the designated region; advise on updates to compliance frameworks.
- Lead and participate in internal and external compliance forums, industry associations, working groups, and expert panels to exchange best practices and advance programs related to patient centricity, value-based healthcare, digital health, and ethical leadership.
- Develop, deliver, and evaluate training programs on compliance, privacy, and local codes; coordinate learning management systems and track participation.
- Drive alignment by refining and implementing healthcare compliance procedures, policies, and training in accordance with SOPs and local codes.
- Lead continuous improvement through audit oversight, corrective-action validation, and follow-up activities to ensure accountability and enhanced program performance, coordinating regionally for local findings.
- Serve as the regional point of contact for privacy matters, partnering with the global privacy team to ensure compliance with local regulations and to support resolution of privacy risks or issues.
Qualifications
- Basic Qualifications: Doctorate degree and 4 years of experience in compliance, risk management, regulatory affairs, audit, law, or related field OR Master’s degree and 8 years of experience in these areas OR Bachelor’s degree and 10 years of experience in these areas, plus 4 years of people/leadership experience.
- Preferred Qualifications: In-depth knowledge of France and international healthcare compliance laws and standards (e.g., Anti-Kickback Statute, False Claims Act, Sunshine Act, GDPR); familiarity with industry codes of conduct (e.g., PhRMA); strong understanding of compliance risk areas including promotional practices, HCP interactions, and third-party oversight.
- Experience developing, implementing, and maintaining compliance policies, procedures, and training programs; ability to lead, coach, and manage teams across multiple regions and functions.
- Fluency in English and French; comprehensive knowledge of privacy laws, healthcare regulatory matters, and anti-corruption laws applicable to the region.
- Subject matter expertise in ABAC, prevention of off-label promotion, privacy, and transparency reporting.
- Ability to synthesize, analyze, and communicate complex compliance data; experience conducting investigations, incident management, and remediation plans.
- Skilled in leveraging AI and advanced analytics for monitoring and risk assessment; knowledge of AI ethics and regulatory implications.
- Self-starter with strategic thinking; ability to drive issues to closure in a fast-paced environment; strong interpersonal skills to influence and build relationships across stakeholders.
- Ability to work effectively in a matrix organization.
Salary Range: 124,901.55 EUR – 168,984.45 EUR.
