General Statement of Duties
Performs necessary legal representation for advising the County and its departments on legal matters and representing the County in court when necessary. Works independently under general supervision of the County Attorney.
Distinguishing Features of the Class
Assists the County Attorney or Departmental Attorney in providing legal advice to assigned county departments, studying problems and cases affecting a particular department, preparing cases for hearings, trials, and appellate arguments. Provides interpretation of statutes, rules, policies, and ordinances.
Examples of Duties
- Draft and review complex legal documents including ordinances, policies, contracts, interlocal agreements, and resolutions.
- Represent the County in litigation, administrative proceedings, and negotiations.
- Ensure legal compliance with federal and state laws, including the North Carolina General Statutes and other regulations.
- Handle legal work for assigned County Departments, including courtroom responsibilities and timely legal advice.
- Advises administrative officials on legal problems, policy questions, and operating issues.
- Assist the County Attorney with delegated assignments concerning legal implications for county agencies or departments.
- Perform legal research, draft pleadings, and manage caseload.
- Make court appearances and arguments in trial and appellate courts, state and federal.
- Provide legal advice to county agencies, officials, and employees.
- Perform additional legal duties as assigned by the County Attorney.
Qualifications
- Graduation from an accredited law school with admission to the North Carolina Bar and at least three (3) years of experience in the practice of civil law and litigation.
- A minimum of five (5) years of experience in civil law and litigation.
- License to practice law in North Carolina.
- Considerable knowledge of caselaw, statutes, common law, judicial procedures, evidence rules, county government structure, and local government finance.
- Expertise in drafting contracts and ensuring compliance with state and federal procurement, construction, and service agreements.
- Strong oral and written communication skills for presenting legal arguments and conclusions.

Driving Requirement
This position may require driving County-owned or personal vehicle to conduct county business, including meetings and conferences. Motor Vehicle Reports may be verified for a valid driver's license and compliance with County driving criteria. Personal vehicle use requires proper insurance per County policy.
