Data Management Coordinator
Contract : Initial four-year appointment, including a one-year probationary period, with the possibility of renewal and conversion to a permanent contract.
Salary : Monthly salary starting between €5,071.20 and €5,890.95, depending on experience, plus allowances based on eligibility. Remuneration is tax-exempt in France.

The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate from its 43 member countries. The CEB finances investment and provides technical assistance in sectors including education, health and affordable housing, with a particular focus on vulnerable populations and the social dimensions of climate change and the environment.
Within the Loans and Social Development Directorate, the Pricing and Reporting Unit plays a vital role in supporting the Bank’s project lifecycle. Working closely with colleagues across the organisation, the Directorate develops lending and grant operations that deliver meaningful social impact throughout Europe.
The Pricing and Reporting Unit is seeking a Data Management Coordinator to strengthen data quality, improve reporting capabilities and support the effective management of business applications and processes. This is an opportunity to contribute to high-impact work while helping ensure that data remains accurate, accessible and trusted across the Bank.
In this role, you will support the development and continuous improvement of databases and reporting tools, coordinate actions to address data quality issues, and work closely with Data Architects, Data Owners and IT teams to ensure data structures align with business needs. You will provide first-line support to users of business applications, investigate incidents and root causes, and contribute to service improvements across the function.
You will also develop indicators and reports, maintain and update databases, support compliance with reporting requirements, and ensure records remain comprehensive and reliable. Through your work, you will help shape the way information supports decision-making across the organisation.
Requirements
- University degree, preferably in statistics, computer science or a related field with a few years professional experience.
- Demonstrated experience in data management, data governance, data quality, or a similar data-focused role, with a sound understanding of the importance of maintaining accurate, reliable and trusted information across business processes.
- Strong working knowledge of databases, Excel, SQL and reporting tools, with the ability to extract, analyse and interpret data to support operational activities and reporting requirements.
- Proven experience in database and reporting automation, identifying opportunities to improve efficiency and streamline processes through effective use of technology.
- Experience investigating data and system-related issues, conducting root cause analysis and coordinating with business and IT stakeholders to ensure timely and effective resolution.
- Ability to manage multiple priorities and work effectively across teams, supported by strong analytical and problem-solving skills and a collaborative approach.
- User-oriented mindset with the ability to communicate complex data topics clearly to both technical and non-technical audiences.
- Excellent command of one of the CEB’s two official languages, English or French, both written and spoken, together with knowledge of the other language and a commitment to reaching a good working level.
- Citizenship of one of the CEB Member States.
- Experience with Power BI and Microsof Dynamics, particularly where these tools have been used to strengthen reporting capabilities and support business processes.
- Previous experience in a banking or financial services environment, bringing an appreciation of the reporting standards and controls associated with regulated organisations.
- Knowledge of one or more additional languages spoken in CEB Member States.
