The Contract Engineer participates in the Contracts and Procurement entity, supporting the full contracting lifecycle for complex services and procurement activities. The role works closely with internal stakeholders to develop contract dossiers, define contractual responsibilities and agree tendering and award strategies. The position supports contract strategy development, Call for Tender processes, bid analysis, negotiation and Recommendation To Award (RTA) submissions. The role also ensures insurance matters relating to assets and personnel are addressed and supports contract performance monitoring through KPIs and contract management tools.

Job Dimensions

  • Participate in the Contracts and Procurement function, supporting the full contracting lifecycle for complex services and procurement activities.
  • Work closely with key internal stakeholders to develop contract dossiers, define clear contractual responsibilities and agree tendering and award strategies.
  • Support contract strategy development, Call for Tender processes, bid analysis, negotiation and Recommendation To Award (RTA) submissions.
  • Ensure insurance matters relating to assets and personnel are addressed and properly managed.
  • Support contract performance monitoring through KPIs and contract management tools.
  • Role based in Paris, supporting a 12 month assignment within a global energy project environment.

Key Activities

  • Work closely with key counterparts to create contract dossiers, develop clear definitions of contractual responsibilities and agree contracting priorities and agendas.
  • Develop contracting strategies and issue Calls for Tender for complex scopes, ensuring the business can identify suitable expertise to support different functions.
  • Prepare and maintain an up to date list of qualified contractors, suppliers, potential tenderers and contracts with updated market information.
  • Perform market studies and analyse and assess market responses to support tendering and supplier selection decisions.
  • Conduct commercial bid analysis and negotiation, ensuring clear alignment between commercial, technical and contractual documentation.
  • Establish technical contracts and contractual agreements, directly participating in the development and management of the most complex contracts.
  • Lead Recommendation To Award (RTA) preparation and presentation to the Contracts Committee or relevant DOA approver, with a common recommendation agreed with key stakeholders.
  • Use existing frame agreements where appropriate and support effective management of frame agreement activity.
  • Ensure contract handover to the relevant internal entities and monitor contractor performance with internal counterparts, including KPI follow up and contract management tool updates.
  • Monitor ongoing contract status and participate in contract renewal, amendment and variation discussions.
  • Support Contracts and Procurement management in the settlement of claims and lawsuits, liaising with Legal, Insurance and Finance to propose strategies and participate in negotiations.
  • Ensure insurance issues relating to assets and personnel are properly managed and addressed.
  • Keep informed of best practice in contracts procedures across other entities, identifying opportunities to improve contract practices.
  • Support Contracts and Procurement management by contributing to performance tracking, KPI monitoring, planning, organising and coordination of contract activities.

Context and Environment

  • Location: Paris, France.
  • Position within a Contracts and Procurement environment supporting large scale LNG related contracting activities.
  • Close collaboration with Legal, Insurance, Finance, Management and Partner Entities.

Accountabilities

  • Develop and execute contracting strategies for complex tenders in line with company procedures and DOA requirements.
  • Ensure robust commercial analysis, negotiation, contract documentation and award recommendations.
  • Support contractor and supplier qualification, market intelligence and tenderer list management.
  • Oversee contract handover, performance monitoring, KPI tracking and ongoing contract status updates.
  • Support claims, disputes, amendments, renewals and insurance related matters in collaboration with relevant internal functions.

Qualifications and Experience Required

Qualifications

  • Degree or diploma level qualification in Law, Engineering, Business, Procurement or a related discipline preferred.
  • Procurement or contracting certification (such as CIPS or equivalent) would be advantageous.
  • Awareness of relevant contract standards and frameworks such as FIDIC, Incoterms 2020, ICC or UNCITRAL arbitration principles and ISO 9001, 14001 and 45001 is beneficial.

Experience

  • Minimum 3 years of Contracts and Procurement or contracts experience.
  • Experience in technical or complex contracts within construction, oil and gas, LNG, EPC or major project environments is preferred.
  • Experience with technical assistance services and manpower contracts and contracting processes is strongly preferred.
  • Mandatory knowledge of SAP and MM purchasing modules.
  • Experience with large operator Contracts and Procurement procedures, tools and systems would be advantageous.
  • Proven experience developing contracting strategies, managing complex tenders, analysing commercial bids and negotiating contractual terms.
  • Experience preparing and presenting Recommendations To Award (RTA) to Contracts Committee or DOA approvers.
  • Experience with frame agreements, contractor performance monitoring, KPI tracking and contract handover processes.
  • Experience with claims, disputes and contract amendment or renewal activities would be beneficial.

Languages

  • Fluent or operational English required.
  • French language capability is advantageous.
  • Portuguese language capability would be beneficial but is not mandatory.

Soft Skills

  • Strong negotiation, commercial analysis and stakeholder management skills.
  • Ability to work cross functionally with Legal, Finance, Insurance and Management stakeholders.
  • Strong planning, organising, coordination, problem solving and communication capability.
  • Ability to support training, mentoring and knowledge sharing within the Contracts and Procurement function.
