CONSULTANCY: CONSULTANT FOR OCEANOPS STRATEGIC PLAN (SSA-2026-WIGO-ESDP 6)
POST CONSULTANCY: Consultant for OceanOPS Strategic Plan. DUTY STATION: Home-based, Remote. COMMENCEMENT OF DUTY: To be determined. NATURE OF APPOINTMENT: Variable (depending on needs of Department/Division); 60 Days over 6 months.
ORGANIZATIONAL UNIT: Hydrology and Cryosphere Division; Earth Systems Data and Predictions Department (ESDP) - WMO Integrated Global Observing System Branch (WIGOS). The minimum age to be eligible for vacant positions is 18; the maximum age must enable the candidate to serve for at least the term of the contract before reaching mandatory age of separation.
DUTIES AND RESPONSIBILITIES
- Review draft questions and stakeholder list for the interview process, review input from initial OceanOPS Team 5 Year Strategic Plan discussions and background material (M1).
- Conduct a survey of 20 OceanOPS stakeholders through structured interviews of one hour duration each and provide a synthesized report (M1-M2).
- Participate in a two-day retreat/workshop, to be further defined, for discussion of the findings of the interviews with IOC, WMO, OceanOPS team and some OCG members (M2-M3).
- Prepare the report to the OCG at its 17th session on synthesis, findings and provide initial recommendations for the SP (M4 – May 2026).
- Coordinate activities by participating in monthly calls with OceanOPS (M1-M2-M3-M4-M5-M6).
- Final Deliverable: Draft OceanOPS Strategic Plan (M6).
PLANNED TRAVELS: Travel to Brest in March/April 2026.
QUALIFICATIONS
- Education : Master’s degree in meteorology, or ocean science or equivalent.
- Experience : Long experience in the field of oceanography and marine meteorology, and global ocean observing systems.
- Other requirements : Knowledge of OceanOPS services to observing system operators and GOOS governance, and possibly of WMO data and metadata standards.
- Languages : Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
Proposed fee: Payband C (390–560 USD).
