This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers the opportunity to live and work in a truly international and multi-cultural environment and provides relocation support.

The EIB, the European Union's bank, is recruiting a Climate Adaptation Expert for its Projects Directorate (PJ) – Mobility Department (MOB) – Transport Policy and Implementation Division (TRAPID) at its Luxembourg headquarters. This is a full‑time position based in Luxembourg. Internal benchmark: Sector Transversal Specialist. Panel interviews are anticipated for September 2026.

Purpose

Play a key role in shaping climate adaptation and resilience across the mobility sector by providing expert guidance to Mobility Department specialists on both lending and advisory operations. Contribute to the review and implementation of the Adaptation Strategy, support project‑level due diligence, and collaborate with fellow Department Climate Experts to drive impactful, forward‑looking solutions.

Operating Network

Report to the Head of TRAPID and work within a highly collaborative network of experts. Partner closely with colleagues across the department, including social and environmental specialists, the Quality Assurance Group, and Climate Experts across PJ and other Directorates to ensure a consistent, forward‑looking approach to climate adaptation and resilience.

Accountabilities

  • Work closely with Heads of Division, Mobility experts, Climate Experts across other departments, and colleagues in S&CO to provide trusted advice on adaptation and resilience matters, helping the Mobility Department make a strong contribution to the EIB’s climate adaptation ambitions.
  • Support the due diligence of operations exposed to high physical climate risks, including the review and analysis of climate risk and vulnerability assessments or equivalent studies.
  • Contribute to policy and advisory work, including the 2026 review of the EIB’s Adaptation Strategy, helping shape how the Bank approaches climate resilience in practice.
  • Provide practical, hands‑on expertise to sector specialists on the planning and design of climate‑adapted transport infrastructure, the risks affecting individual projects, and advisory or technical assistance work related to climate adaptation and resilience.
  • Strengthen quality assurance throughout the project cycle by ensuring projects are aligned with environmental, climate and social standards and procedures.
  • Engage actively across and beyond the Department, including with S&CO, IMPACT and other Bank‑level working groups or task forces, to support the robust implementation of the Bank’s climate risk assessment system.
  • Coordinate and manage consultancy support where needed, ensuring external expertise is used effectively to meet business needs.
  • Build and maintain a strong internal knowledge base on climate adaptation and resilience, keeping up to date with new developments and sharing insights across the Department through workshops, tutorials and other learning formats.
  • Develop and nurture relevant external partnerships to help advance the EIB’s climate adaptation work and strengthen its impact.

Qualifications

  • University degree (minimum bachelor level) in a relevant subject such as engineering or economics, preferably with additional qualifications linked to environmental or climate science.
  • At least 5 years of experience combining project preparation or appraisal in a relevant area with practical experience on how to reflect and implement climate resilience and adaptation into projects.
  • Demonstrated ability to coordinate effectively across multiple departments, fostering collaboration and ensuring alignment with organisational objectives.
  • Experience in managing complex projects or activities that require broad cooperation and integration of expertise from various teams.
  • Excellent knowledge of English and good command of French. Knowledge of other EU languages is a distinct advantage.

Competencies

Proficiency in French is not a pre‑requisite for hire unless explicitly stated as a required qualification. However, as both English and French are official working languages of the EIB, proficiency in both languages is required for future career development. A good command of French refers to attainment of level 5 of the Inter‑Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
