Job Description
The Office of Global Energy Relations is looking for a skilled and motivated Programme Officer for the Middle‑East and North Africa (MENA) Desk. The candidate will manage projects and liaise with international partners, supporting the Clean Energy Transitions Programme (CETP) and related initiatives.
Main Responsibilities
Programme Management and Analysis
- Organise activities under the desk, setting clear programme plans to ensure successful delivery of outputs and physical events in the Middle East and North Africa.
- Continuously monitor political and macroeconomic developments impacting the energy sector in the region.
- Conduct analysis and prepare briefings for IEA management, member countries, and CETP donors.
Communications
- Communicate bilateral and regional outputs of the programme; produce content for the IEA website, regional media outlets and social media.
Liaison and Outreach
- Liaise and conduct stakeholder outreach with counterparts in partner countries and key international organisations (International Energy Forum, OPEC, UNESCWA) on all existing workstreams of the MENA Programme.
- Coordinate with country governments providing funding to the CETP for MENA activities.
Qualifications
Ideal Candidate Profile
Academic Background
- Advanced university degree in engineering, energy economics, international relations or a related field.
Professional Background
- Three to five years’ experience in energy‑related project management and liaison activities in a public or private organisation, research centre, or international organisation.
- Experience working with or in the Middle‑East and North Africa.
Communication and Languages
- Strong communication skills, including social media.
- Excellent written and spoken English and a strong working knowledge of Arabic; working knowledge of other languages, particularly French, would be an advantage.

Contract Duration
Two‑year fixed‑term appointment, with possibility of renewal.
What the OECD Offers
- Monthly base salary starting from 6,975 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process
For retained candidates, written tests/video‑recorded interviews are foreseen towards late‑July and panel interviews are planned for early September.
