Chargé d'opérations travaux H/F – Community of the Agglomeration of La Rochelle

Mission

• Ensure the conduct of operations or the mastery of the works on the potable water network and storage works.
• Participate in the multi‑annual planning of renewal works for the network and potable water connections.
• Process and verify urban planning requests and oversee the proper execution of construction sites (means employed, safety).
• Plan and coordinate the exploitation of the distribution network: identify contractor work programs, draft operation programs, specify materials and quantities, conduct technical studies of renewal projects or new works.
• Prepare the DCE (studies and works), analyze offers of the owner (MOE) and the client (MOA).
• Coordinate and schedule the interventions of contractors and other parties.
• Follow up and control works, validate testing of new networks (pressure tests, potable water tests) prior to commissioning.
• Support the technician in charge of works for regulatory, financial, budgetary or accounting management: use public procurement procedures, verify invoices after attachment validation, communicate on the works programme, draft technical synthesis notes, archive files on computer, update the SIG.
• Secondary activities: manage responses to the DT‑DICT, manage third‑party access to potable water reservoirs and conventions.

Qualifications

• Holder of a level III to IV title or equivalent professional experience.
• Knowledge of network works, civil engineering works, safety regulations for water works, hydraulics, geology and hydrogeology.
• Experience with procurement procedures and public purchase codes (Code of Public Markets), DT‑DICT regulation, water works construction, and specialized SIG software.
• Ability to write technical opinions, define and quantify needs, coordinate interventions, conduct technical visits and report.
• Autonomous, teamwork oriented, with a sense of public service.
• Possession of a driver licence B, AIPR: designer profile and SS4 asbestos.
