Key Responsibilities

Reporting to the Group Procurement Department, the CAPEX & Investments Buyer will be responsible for managing the CAPEX procurement portfolio, including pharmaceutical manufacturing equipment, building construction works, utilities, and infrastructure projects across Ceva’s pharmaceutical industrial campuses.

Working closely with Engineering, Maintenance, Project Management teams, and Site Leadership, the successful candidate will support the delivery of strategic investment projects.

The role's primary objective is to optimize and secure investment spending through a Total Cost of Ownership (TCO) and overall project cost approach, identify procurement synergies, and ensure the effective deployment and execution of Corporate Procurement strategies and guidelines, while guaranteeing compliance with procurement processes and standards.

Corporate Strategy Deployment

  • Ensure the deployment and operational execution of procurement strategies and standards defined by Corporate Procurement across.
  • Drive their effective adoption by all relevant manufacturing sites and subsidiaries.
  • Act as the key interface between Corporate Procurement and local sites, ensuring communication, adaptation, and implementation of procurement directives.
  • Escalate local specificities and constraints that may impact global procurement strategies, including local supplier markets, regulations, operational requirements, and site maturity.
  • Support the harmonization of procurement practices and the development of a common procurement culture across the region.

CAPEX Procurement Strategy

  • Develop and implement a CAPEX procurement roadmap for the assigned categories in collaboration with Engineering, Maintenance, Project Managers, and Site Leaders, ensuring alignment with Corporate objectives.
  • Partner with operational and technical stakeholders to identify cost‑saving opportunities, procurement synergies, and improvements in investment project management across the region.
  • Identify and structure synergies between manufacturing sites to maximize procurement performance.
  • Monitor market trends and provide regular insights on industrial equipment, engineering services, construction, and infrastructure markets.

Operational Procurement Management

  • Engage from the early stages of projects, including needs definition, specification development, and supplier selection, to maximize procurement value creation from project inception.
  • Lead procurement processes (RFI, RFQ, and tenders) from requirement definition through supplier selection, negotiation, and contract award.
  • Ensure projects are delivered in line with approved budgets, timelines, and business objectives.
  • Manage the contractual and financial follow‑up of projects in close collaboration with Finance, Engineering, and Project Management teams, including change orders, price revisions, claims, and dispute resolution.
  • Develop and manage relationships with CAPEX suppliers, including equipment manufacturers, system integrators, engineering firms, EPC contractors, and construction companies through a structured Supplier Relationship Management (SRM) approach.
  • Conduct supplier risk assessments and implement appropriate mitigation actions.
  • Promote and ensure compliance with procurement processes, methodologies, and standards defined by the Global Purchasing Excellence team.
  • Contribute to Ceva’s ESG and sustainability objectives through supplier selection, evaluation, and continuous improvement initiatives.
  • Monitor procurement performance and savings through the Per Angusta procurement performance management tool.

Your Profile

Education

  • Master’s Degree (Bachelor +5 years) in Business, Procurement, Supply Chain, or a related discipline.
  • Specialization in Procurement (MAI or equivalent) is preferred.

Experience

  • Minimum of 8 years of experience in CAPEX Procurement and/or Investment Project Purchasing.
  • Experience within the pharmaceutical industry or another highly regulated industrial environment would be a strong advantage.
  • Proven experience managing large‑scale industrial investment projects in an international and multi‑site environment.

Skills

  • Strong expertise in CAPEX, project procurement, and strategic sourcing.
  • Excellent negotiation, contract management, and supplier management skills.
  • Good understanding of industrial equipment, engineering services, infrastructure, and construction‑related procurement.
  • Strong project management capabilities.
  • Fluent English, both written and spoken.
