Affirmative Civil Enforcement (ACE) Investigator

CGS is seeking an experienced ACE Investigator with extensive knowledge and skills in investigative techniques and fraud detection to provide assistance for a large Federal agency initiative. Responsibilities

The investigator will generate new investigations, and to continue with ongoing investigation and civil actions involving fraud in areas such as healthcare, contracting, and grants, as well as other fraud and abuse of federal public funds and programs.

Regularly meets with ACE attorneys and designated agency personnel to generate fraud investigations.

Performs a variety of ancillary investigations‑related services in direct support of any assigned fraud.

Utilizes electronic databases such as public records, property records, business records, and other government‑maintained databases to identify documents, witnesses, and other physical evidence.

Prepares reports on progress of investigations for use by AUSAs and supervisory attorneys, including findings, analyses of database information, recommendations, and assessment of evidence.

Examines books, ledgers, payrolls, cost reports, billing statements, invoices, correspondence, computer data, and other records relevant to the investigations.

Performs sophisticated analyses of large‑scale hard‑copy and electronic data (e.g., health‑care claims, financial transactions, accounting records) to develop investigative leads.

Gathers and analyzes facts, witness statements, timelines, and technical data to advance investigative objectives and build proof for litigation or settlement.

Develops evidence collection strategies, analyzes suspect or organization patterns, and recommends approaches to the AUSAs or investigators.

Assists ACE AUSAs with in‑person and/or telephonic interviews, depositions, and sworn witness examinations.

Assists with the preparation and service of subpoenas for documentary materials, interrogatory answers, or witness testimony.

Develops understanding of applicable federal, state, or local laws to guide investigation scope and direction.

Plans, schedules, and conducts investigations, identifying necessary resources.

Performs other related ACE investigator duties as assigned.

Attends required meetings and training sessions.

Qualifications

Computer Skills: Proficiency in MS Word, Excel, Outlook, Access, and Adobe Acrobat Pro. Experience with document review platforms (e.g., Relativity), spreadsheet analysis of claims data, and docketing software is a plus.

Ability to review and understand the import of diverse documents, including legal motions and briefs.

Independent thinking and ability to develop investigative strategies tailored to specific cases.

Strong communication skills for professional interaction with all staff levels.

Ability to meet deadlines and work effectively in a team environment.

Professional courtesy and tact in dealing with people.
