Job Description
This position functions as an Accounting Technician III in the NCFS Interfacing Subsystems Unit. The unit is within the AFM Subsystems section of the DHHS Office of Controller. The purpose of this position is to ensure timely reimbursement of the Child Day Care Subsidy Services with the Division of Child Development, to process and record in the North Carolina Financial System (NCFS) payments for these services; to make payments through NC FAST to FIS for the purpose of daycare within the respective county. This is a multi‑step process which includes editing, approval, and recording payments into NCFS, ensuring that overpayments are not made.
There are numerous funding sources to support these services such as Child Care Development Funds, Social Services Block Grants, Smart Start and various other state funds. Because of these numerous funding sources, there are multiple combinations which require detailed tracking. This position is also responsible for posting and reconciling the subsidy payments that are entered into NCFS. The position is responsible for encumbering and unencumbering budgeted funds supporting the subsidized childcare payments in NCFS. The position will be required to utilize MS applications to verify and enter details into Excel spreadsheets and establish/build spreadsheets to track payments and perform other tasks.
In addition, this position will be responsible for utilizing ACTS and Core Banking for Child Support payment affidavits and cancellations as well as being a backup to the BE Accounting Specialist.
Qualifications
Salary Grade Range: $37,377.00 - $65,408.00
Recruitment Range: $45,999.00 - $53,957.00
Preferred skills and experience:
- Experience applying general accounting principles and concepts (GAAP)
- Demonstrated experience in balancing accounts, reconciliations, and accounting journal entries
- Experience working with grant financials and accounting
Management preferences:
- Documented experience working in the North Carolina Financial System (NCFS)
- Documented experience working with QuickBooks
- Demonstrated experience with Microsoft Word and Excel
Minimum education and experience:
- Associate’s degree in Accounting from an appropriately accredited institution and two years of experience in accounting
- OR high school diploma or GED and four years of experience in accounting work
- OR an equivalent combination of education and experience
Hybrid work option available; onsite reporting required in Raleigh, NC.
