Description of Work
This position assesses and monitors the fiscal health of more than 1,100 local governments in NC. It reviews annual independent audits, collects technical assistance via phone, email, and site visits, and informs senior management of potential fiscal failures, trends, and guidance requests. Risk assessment procedures are applied to allocate restricted resources, and the role supports special projects that develop communication, writing, organization, and analytics skills.
Responsibilities
- Review proportional share of audited financial statements for local governments and public authorities to determine fiscal health.
- Provide assistance to units on governmental accounting, reporting, auditing, budgeting, and compliance with NC statutes and Orbit requirements.
- Prepare and submit management reports within specified guidelines and deadlines.
- Evaluate communications regarding GASB, AICPA, and other rule‑setting bodies to determine applicability to NC local governments.
- Analyze financial data to assess overall financial condition of entities.
- Communicate analysis results and propose improvements to senior management.
Knowledge, Skills, and Abilities
- CPA credential or active pursuit of NC CPA exam eligibility.
- In-depth knowledge of governmental GAAP, GASB standards, the NC Local Government Budget and Fiscal Control Act, the NC School Budget and Fiscal Control Act, and other related federal and state regulations.
- At least 2 years of accounting or auditing experience, preferably in local government or public authority settings.
Salary Range
$52,592.00 – $92,036.00
Position Status
Non‑exempt to FLSA overtime. Additional job functions may be assigned as needed.

Minimum Education and Experience
Bachelor’s degree in accounting, finance, economics, or business administration with 12 credit hours of accounting coursework; or an associate degree in accounting; or an associate degree in business or related discipline with 12 credit hours of accounting coursework; or an equivalent combination of education and experience.
