Position Purpose

This is a critical position with a double role in France and in the International Policy, Advocacy and Government Affairs team (approximately 50% time split). The role serves as Corporate and External Affairs business partner for the commercial leadership in France and is the company’s primary point of contact with government and public‑affairs stakeholders. It advances and advises the company on the potential impact of policy developments on business and site operations, and develops and leads the execution of CSL’s political external engagement and advocacy strategies to shape government policy, legislation, and regulations. It also manages strategic partnerships and engagement with patient advocacy groups and coordinates media relations within the EUCAN cluster.

Responsibilities

  • Enable early identification and mitigation of French policy risks, and opportunities for CSL operations and commercial priorities in France, and shape national policies and legislation accordingly.
  • Raise the profile and outreach of CSL, profile CSL as a trusted partner and advance strategic partnerships and collaborations with public entities and relevant stakeholders.
  • Provide strategic guidance and direction to the International CEA team and the French commercial affiliate on national government relations, policy, and advocacy.
  • Lead engagement with the national government to advance commercial and corporate priorities, coordinating with the cross‑functional team and affiliate leadership.
  • Support the International PAGA team in generating policy insights and analysis, and support country advocacy execution in other affiliates.
  • Develop and lead the execution of a strategic plan to drive public affairs priorities that enable the success of CSL’s business and patient access to our therapies in France.
  • Lead and coordinate CSL company engagement with government officials, industry associations, patient advocacy groups and other stakeholders, representing CSL in key industry associations and committees.
  • Partner with CSL functions to support external engagement priorities in France and with Communications for advancing strategic media relations in France.
  • Serve on the France Leadership Team, collaborating with functional leads (Therapeutic Areas, Commercial, Medical, Market Access, Communications, Regulatory) to develop and execute joint strategies.
  • Act as a key interface partner and relationship manager with patient advocacy groups, working closely with Medical Affairs and Communications teams on patient group engagement and corporate communications strategies and programs in France.
  • Serve CSL EU/EEC priorities by leveraging French stakeholders at EU level (EU Commission, Parliament, French Permanent Representation, trade associations).
  • Support the International PAGA team in driving excellence and elevating CEA capabilities across affiliates, including best‑practice sharing, regional progress reports, policy updates and analysis for global leadership.

Qualifications

  • Graduate or professional degree in law, public health, international relations, political science or similar disciplines (preferred).
  • Minimum 8 years of experience in healthcare policy, public affairs, access or comparable fields.
  • Experience designing and leading efforts to build company profile and impact with key healthcare public‑affairs stakeholders at national and local levels, through trade associations, coalitions and stand‑alone advocacy.
  • Experience working with both legislative and executive government representatives, as well as other strategic institutions in the public sector.
  • Experience collaborating across multiple levels of an organization (matrix) to align on and execute shared goals.
  • Strong understanding of the workings of major government/public authorities and healthcare industry associations.
  • Experience partnering with patient groups to advance shared goals.
  • Strong, proven network of relationships with government officials, policy makers, industry, patient advocacy and other influential stakeholders in policy formulation.
  • Preferred experience in the biologics, plasma, rare diseases and gene therapies industries.
  • Fluency in French and English required.
